Understanding Building Plans and Code Requirements
When it comes to rebuilding, understanding the current building code is crucial. The office follows the 2022 building code, which includes standards for sprinklers and solar installations on new constructions. However, be aware that a new code is scheduled for implementation on January 26, 2026. This update could influence how future projects are approached, so staying informed will help you plan your rebuild effectively.
Each rebuild is considered on a case-by-case basis, especially if your property has unique characteristics. Even when opting for a “like-for-like” rebuild, it is important that your new construction meets modern safety and building standards.

To facilitate a smooth rebuilding process, plans must be submitted through EPIC-LA, Los Angeles County’s online permitting system. While standard fees apply, homeowners can rest assured that there are no additional charges for school, park, or library fees. Expedited Approvals for “Like-for-Like” Rebuilds
For those considering a “like-for-like” rebuild—where the design maintains the existing footprint—the process can be significantly expedited. The county verifies square footage using previous permits, assessor records, or other documentation, allowing approvals to be granted in as little as one week. Currently, as of March 10, 2025, the county is actively accepting new plans.
It’s important to note that if your rebuild encroaches into setback areas, you will need to comply with the new setback rules, meaning the entire structure must meet updated safety and building code standards. If you maintain the existing footprint, however, the process remains more straightforward. The plan review fee for a “like-for-like” rebuild is set at $1,472.
